Who is responsible for each decision, approval, task and verification before the next stage begins?
Turn the proposed build into a written scope, responsibility list, realistic cost file and sequence of approvals and work. Verify the responsibilities you accept as an owner-builder. Keep designs, estimates, changes, inspections and the final handover together.

What this guide helps you do
For deciding how a household will organize a building or major repair project. California and Boulder County are explicitly local examples. This guide does not determine an owner-builder exemption, worker status, contract rights, financing, tax duties or construction means and methods.
Define the job and the person accountable for it
Write the project’s purpose, limits, intended use and important constraints before asking for prices. Identify who coordinates design, approvals, procurement, contractors, site access, inspections and records. Separate work you can competently perform from work requiring licensed or otherwise qualified help. Include an explicit route for questions and changes. An owner-builder signature is a responsibility decision, not evidence that the signer has the skills or legal authority to do every trade.
Check owner-builder duties in the actual jurisdiction
California CSLB describes responsibility for project integrity, permits, suppliers, scheduling and subcontractors, with possible employer duties. Use that as a prompt to ask the actual regulator what your arrangement requires. Obtain suitable advice about worker relationships rather than assuming that paying a helper makes the person an independent contractor. California’s explanation is not a nationwide exemption. Insurance or claim questions should continue through VictimsGuide/Awake; this batch does not expand the insurance research branch. Source: California CSLB owner-builder responsibilities.
Coordinate design and approvals before dependent work
Bring the whole-house brief to the designer early so services, enclosure, structure and occupancy needs are considered together. Ask which approvals and investigations must precede ordering, excavation, installation or concealment. Assign a responsible person and a completion record to each prerequisite. A generic sequence in a guide cannot establish the actual construction method or inspection schedule. The qualified team and responsible authority need to set those for the specific project. Confirm the permit route and correct version
Boulder County B05 explains that a permit exemption does not authorize violation of other requirements. It also links an older amendment PDF. Use the county’s current adopted-code page to match the application date to the amendment version; the July 1, 2026 update is relevant to new applications in unincorporated Boulder County. Cities have separate authority. Ask about actual project scope, land use, services and required inspections before relying on an apparent exemption. No permit determination was made here. Compare like estimates and control changes
FTC recommends multiple written estimates that explain work, materials, timing and price. Give candidates the same scope and ask about exclusions, allowances, uncertain site work and coordination responsibilities. Keep the chosen commitments in a clear written agreement and obtain appropriate advice for its actual terms. Record a proposed change’s scope, price and schedule effect before authorizing dependent work. A low headline bid does not establish the total cost or the contractor’s suitability. No quote or contractor was verified in this review. Source: FTC contractor estimates and written agreements.
Build the handover as work proceeds
Maintain a dated file of approved plans, authority responses, estimates, orders, agreements, changes, professional findings and inspection results. Track remaining work and unresolved defects separately from paid invoices. Before concealment, obtain the required inspection and useful permitted records from the responsible team. At completion, assemble actual installed-product manuals, approved changes, service contacts and maintenance responsibilities. The next custodian should be able to find the right record without reconstructing the build from memory.
A pathway to practice
- Define scope and responsibility: Work, competence, authority, records
- Plan cost and dependencies: Design, approvals, comparable quotes
- Manage changes and verification: Assigned checks before next stage
- Hand over a usable record: Installed systems, results, maintenance
Resources and their limitations
California CSLB owner-builder responsibilities
Use it for: Recognize that managing a build includes permits, suppliers, scheduling and possible employer duties.
Access and cost: Public page freely readable; design, assessment, materials, construction and professional services may cost extra.
How to use it: Read the responsibilities before signing an owner-builder application. Confirm the actual local licensing, employment and project obligations with the responsible authorities.
Evaluation and limits: Not a nationwide owner-builder exemption or an employment/tax determination. No current underlying statute or individual worker relationship audited. Insurance overlaps belong in VictimsGuide/Awake rather than a new insurance research branch.
Alternatives: Your actual state contractor regulator, local building office and qualified construction/employment advisers.

FTC contractor estimates and written agreements
Use it for: Compare the same scope and preserve commitments before hiring.
Access and cost: Public page freely readable; design, assessment, materials, construction and professional services may cost extra.
How to use it: Use the contractor-check and written-estimate sections. Compare work, materials, timing and price and clarify changes in writing before committing.
Evaluation and limits: Page visibly dated July 2022. General consumer guidance is not a contract review or current local deposit, cancellation, licensing or financing rule. No contractor or quote verified. No additional insurance research conducted.
Alternatives: Actual contractor regulator and local consumer-protection office; competent contract advice for the project.

Boulder County building permit requirements B05
Use it for: Check permit questions alongside land-use, service and project requirements.
Access and cost: Public page freely readable; design, assessment, materials, construction and professional services may cost extra.
How to use it: Read the actual work category and consult the responsible building/planning staff; use the current adopted-code page for the application date.
Evaluation and limits: Existing ID and scoped claim retained. B05 links March 2025 amendments; the adopted-code page identifies a July 1, 2026 update. Do not use its older linked amendment PDF as the current version. No exemption or project approval determined.
Alternatives: Current county adopted-code page; actual city/county building authority and qualified designer.

DOE whole-house design planning
Use it for: Consider people, site, climate and interacting building systems before choosing a layout.
Access and cost: Public page freely readable; design, assessment, materials, construction and professional services may cost extra.
How to use it: Read What, Why and How with the design team; compare options against an agreed household brief and project-specific assessment.
Evaluation and limits: General teaching page, not a floor plan, modeled performance result, current incentive offer or guarantee of savings. No design, Home Energy Score or assessor tested.
Alternatives: A qualified residential designer; AARP HomeFit; site and building-envelope companion guides.

Boulder County adopted-code and amendment history
Use it for: Match application timing and jurisdiction to the stated code and local amendment version.
Access and cost: Public page freely readable; design, assessment, materials, construction and professional services may cost extra.
How to use it: Start with the July 1, 2026 update and Past Building Codes. Obtain the applicable amendment document and ask the building official about the actual proposal and permit history.
Evaluation and limits: Page identifies effective-date routing; linked amendments and model-code text were not fully reviewed. The neighboring planning FAQ still cites 2015 IRC; that is not treated as the current edition for a new application. No local interpretation, vested-rights or parcel decision made.
Alternatives: The actual building official; current state factory-built rules for applicable structures; City of Boulder has its own route.

Spring 1969 Simplified Carpentry Estimating (PDF page 25, printed page 23; WE69S-E048/WE69S-L034) calls for material calculations and comparable local bids. Sources and review notes
No contract, worker relationship, owner-builder exemption, budget quote, construction sequence, permit or inspection was adjudicated or tested. B05’s older amendment link is superseded for new applications by the county’s July 2026 routing page. Historical estimating tables and improvised lifting methods are not adopted.
